I've read that when attempting a deadlift your shoulders should be rounded and your back arched.

I did this on my 153.1kg deadlift attempt and I ended up with my legs/hips whatever locked out but my shoulders/upperbody therefore were not.

Now I've been thinking about this... and my Q is, is this a valid lift or do I need to be COMPLETELY locked out?

BWLA are tighter on the regulations than a lot of feds. You'll need to get you knees and hips locked and appear to be in control of the weight at the top of the lift i.e. lean back, for the lift to count.

i round my shoulders, arch my back and can fully lock out

just thrust your head back, hips forward at the top
